The reported new capacity of Edgar Street is something like 60% of their average attendance last season, and well below the number of season tickets they sold last year. So I would expect any nest egg they might have had to be/have been used up very quickly. All clubs will be experiencing financial effects of the pandemic but, as is always the case, these effects will not be experienced evenly. Those clubs with a disproportionately large supporter base are likely to be hardest hit.

I see Hall's profile is now no longer listed on their website among the first team squad. See he's been training with Shrewsbury, looking him up. As he has been for some time, presumably on his days off.
